House advances Rep. Woolford's bill for chip-enabled bridge card security

State Representative Jason Woolford (R-Howell) has welcomed the progress of his proposed legislation aimed at improving security for Michigan’s food assistance program. The bill, House Bill 4746, seeks to address a sharp rise in fraud within the state’s Supplemental Nutrition Assistance Program (SNAP).

According to recent reports, incidents of SNAP fraud increased by 387% between 2023 and 2024. In the 2024 fiscal year, the Michigan Department of Health and Human Services (DHHS) approved 1,664 out of 1,926 requests to replace stolen benefits, resulting in losses approaching $885,000.

Woolford’s bill would require DHHS to issue bridge cards equipped with chip-enabled technology. The intent is to make it more difficult for criminals to use skimming devices and other methods to steal benefits.

“Taxpayer dollars should never be vulnerable to criminals who are looking to exploit hardworking Michigan families,” said Woolford. “For too long, we’ve seen stories of scammers stealing benefits right out of the hands of those who need them most. By adding secure chip technology to bridge cards, we can better protect families while ensuring that taxpayer resources are used for their intended purpose.

“Everyday Michiganders trust the chip on their debit and credit cards to safeguard their own money,” said Woolford. “It’s time we apply that same level of protection to bridge cards, which provide food security for thousands of families across our state. By stopping criminals before they can steal benefits, we’re not only protecting the families who depend on this program, but we’re also saving the state millions in losses.”

The bill has advanced from the House and will now move on to consideration in the Senate.
